The strength in the phrase "put your money where your mouth is" comes from the intimacy between speech and giving, and freedom of one is freedom of the other, and the IRS wants to curtail them.

"Under the Obama administration, the Internal Revenue Service has targeted nonprofit organizations in an effort to chill free speech and limit private giving.

"Within the last six years, IRS bureaucrats have intentionally denied or slowed conservative organizations' applications for tax-exempt status and selectively applied the federal gift tax to individuals' contributions to nonprofit organizations. In 2014 the IRS also admitted to leakingthe confidential donor list of the nonprofit National Organization for Marriage, which is a felony, and was fined $50,000."--David From, Crain's Chicago Business
