The South Carolina Secretary of State has issued his annual list of "scrooges" and "angels", praising or criticizing charities based upon the percentage of expenditures given to charity.

"Mark Hammond released his annual list of charities he’s identified as “scrooges” or “angels,” based on the percentage of an organization’s expenditures spent on charitable programs.

"Those included on Hammond’s Scrooge list include Easley-based The Premier Foundation; Rock Hill-based Rock Hill Rescue Squad; Cars Helping Veterans, also known as Others First Inc., based in Michigan; Florida-based Healing Heroes Network Inc.; Kids Wish Network Inc., also based in Florida; Reserve Police Officers Association, based in New York; Pennsylvania-based Survivors and Victims Empowered; Alabama-based United Veterans Association Inc.; Illinois-based Vietnow National Headquarters; and Wishing Well Foundation USA Inc., based in Louisiana.

"In order to be selected as a Scrooge, the charity had to be registered with the secretary of state to solicit money in South Carolina and devoted 45 percent or less of its total expenditures to charitable programs while spending a significant amount of money on fundraising expenses."--Maya Prabhu, The Post and Courier
