What about Quebecer philanthropy? The province ranks dead last in Canada for charitable giving, victim of the Quiet Revolution, higher taxes, lower wages.

"Every year around Christmas, when the spirit of giving is at its peak, some kind of study comes out ranking Quebecers dead last against other Canadians in terms of financial generosity. The numbers vary, but the implication is always the same: We don’t give enough. In mid-December it was the Fraser Institute’s Generosity Index, saying Quebecers give to registered charities often but not as generously as other Canadians: $655 a year on average, vs. $1,519 nationally." -- Jeff Heinrich, the Montreal Gazette
