NC nonprofits are "still nervous" about sales tax refund cap, even though it's set "so high that no group currently would exceed it".
"Large nonprofits, local and statewide, said Tuesday they are not resting easy even after a tax-reform compromise announced Monday set a sales tax refund cap so high that no group currently would exceed it.
